By-Laws
ARTICLE 1 - NAME
The name of the organization shall be the “Rockland County School
Boards Association."
ARTICLE 11 - PURPOSE/GOALS
The purpose of this organization shall be to improve the services
rendered by the school districts of Rockland County through the
cooperative effort of the members of Rockland’s constituent school
boards. This purpose is to be advanced by discussion of common
problems, research activities resulting in advisory recommendations,
coordination of legislative activities, coordinating of training
seminars for school trustees, and fostering a greater civic and
school consciousness among the citizens of the school districts
of Rockland County.
This Association subscribes to the aims and objectives of the New
York State School Boards Association and may send delegates to the
organization’s meetings and conferences when requested.
ARTICLE 111 - MEMBERSHIP
Each Board of Education may become a member by signifying its intention
to do so and by paying annual dues as provided by Article 1V.
ARTICLE 1V - FINANCE
The fiscal year of the Association will commence on July 1 and
end on June 30, consistent with the school year.
The budget for the following school year will be drawn up by the
Executive Committee and presented for approval at an annual meeting
in the spring, before the school year to which that budget will
apply. The budget will include both projected income and disbursements,
and indicate the level of support anticipated from each district
in the form of dues.
Dues will be payable to the Treasurer during the first quarter
of the school/fiscal year.
ARTICLE V - MEETINGS
There will be a minimum of four meetings, one in each quarter,
and generally on the third Thursday of September, November, January
and April, as determined feasible by the officers. The June dinner
meeting shall be designated as the annual meeting.
Special meetings may be called by the President and shall be called
by the President upon request of three member Boards.
ARTICLE V1 - REPRESENTATION
Each member Board may be represented in meetings of the Association
by as many board members as that Board chooses to send. All persons
attending shall have the right to discussion, but each member Board
shall be entitled to one vote only.
ARTICLE V11 - OFFICERS
There shall be a President, vice-president, a Secretary and a Treasurer,
which officers shall be elected at the annual meeting, and their
terms of office shall begin July 1st of the year of election. Officers
must be current members of member Boards. Terms of office shall
be for two years, but the President may not be a candidate to succeed
him/herself in that office. The outgoing President shall remain
a voting member of the Executive Committee following his/her term
as President, provided that he/she is a current member of a member
school board.
Vacancies occurring in any office shall be filled by appointment
by the Executive Committee.
The duties of these officials shall be the usual duties performed
by incumbents of the respective offices.
ARTICLE V111 - COMMITTEES
There shall be an Executive Committee consisting of the four officers,
the Past President as defined in Article V11 above, and one representative
from each Board not on the panel of officers. These will be designated
by each Board each year in time to take office in July (at the beginning
of the school fiscal year). Any vacancies occurring on this Committee
shall be filled by the district concerned and shall be for the expired
portion of the vacant position.
The Committee shall meet upon the call of the President, who, with
four other members, shall constitute a quorum.
The Committee shall arrange for the place of the meeting and be
responsible for the programs for all meetings. It shall audit and
direct payment of claims and account against the Association.
The President shall select a Nominating Committee of five (5) members
not later than the January meeting. This Committee shall canvas
the membership and select for nomination persons to fill the offices
to become vacant at the time of the annual meeting, and such selection
shall be made with due geographical regard.
ARTICLE 1X - PARLIAMENTARY PROCEDURE
At all meetings of the Association or of any Committee, Robert’s
Rules of Order, latest revision, shall govern and a majority
of those eligible and present shall control.
ARTICLE X - AMENDMENT
These by-laws may be amended by a majority vote of those eligible
and present at any regular meeting, provided the proposed amendment
shall have been presented to each member Board previous to action
being taken thereon.
